HONGKONG. 6th, January, 1917.

I have the honour to transmit the enclosed

copy of a letter which I have addressed to His Britannic Majesty's

Chargé d'Affaires at Peking on the subject of restrictions placed

by the Authorities in Tonkin on the import of British goods into

Indo-China.

The letters of the 13th. and 30th. of November

from the Hongkong General Chamber of Commerce show that these

restrictions are a serious prejudice to the trade of this Colony

and I would urge that such steps as may be possible be taken to

remove them.

I have sent a copy of this Despatch to His

Britannic Majesty's Consul· at Haiphong.
